On April 11, 2018, Mr. Pedro Ruiz-Lugo ("Plaintiff")1 filed this civil rights action under 42 U.S.C. § 1983 against his employer, the Municipality of San Juan ("MSJ"),2 alleging "political discrimination, constructive dismissal, and deprivation of his property and rights," in violation of the First and Fourteenth Amendments to the U.S. Constitution.
