Before the court is defendant’s motion to dismiss pursuant to Rule 56 of the Rules of the United States Court of Federal Claims (“RCFC”). Plaintiff, Janie Weeks, claims that defendant, the United States Department of Housing and Urban Development (“HUD”) breached an express contract with her when it failed to award her $175,000 in severance pay plus six months of health insurance coverage for her and her family, in return for her resignation from the Housing Authority of the City of Opp, Alabama.
