*982On November 9, 1983, petitioner, an inmate at Woodbourne Correctional Facility, submitted to a urinalysis test which produced positive results for the presence of marihuana. On November 18, 1983, he was served with a misbehavior report charging him with violating rule 113.12 of the prison disciplinary code, which prohibits use or possession of drugs. At a Superintendent’s proceeding, convened on November 29, 1983, petitioner was informed of the charge against him and pleaded not guilty.
