This is a capital appeal from the order of the Court of Common Pleas of Philadelphia County denying Appellant Anthony Reid’s petition for relief under the Post Conviction *165Relief Act (“PCRA”), 42 Pa.C.S.A. §§ 9541-9546.1 For the reasons that follow, we affirm.

I. Background

In the early evening of March 7, 1989, a group of boys was throwing snowballs at passing cars in a Philadelphia neighborhood.
