Appellee, plaintiff below, is Chairman of the State Highway Board, appellants, defendants below, are respectively, governor and adjutant-general, of the State of Georgia. The suit was for an injunction restraining defendants from preventing the enforcement of the orders of the Superior Court of Lanier County, and from interfering with plaintiff in the exercise of his rights and duties as Chairman of the State Highway Board.
