This is an action for damages and equitable relief under 42 U.S.C. § 1983 (hereinafter “§ 1983”) brought by Richard Meding, the former Chief of Police of Blades, against the Town of Blades, and individual town officials, namely, the May- or and members of the Town Council. The town officials are sued both in an official capacity and in an individual capacity.
