PITTMAN, Senior District Judge:

This is an appeal in a civil rights action instituted by four policemen against the Town of Pembroke Park (Town), the municipality where they were formerly employed; Yourman, the Mayor of the Town, and four Town Commissioners. There are several issues presented which should be analyzed. The first question is whether the district court correctly granted summary judgment on the issue of damages in favor of the Town after finding § 1983 liability based upon the Town’s actions.
