On August 7, 1963, in accordance with policy decisions reached at a regular meeting of the civil service commission held on July 24, .1963, the commission began communications with the secretary of State’s office to the effect that it was the commission’s opinion that certain fee branch offices be eliminated and civil service offices be set up in their place.
