This consolidated disciplinary matter was heard on June 15, 1999 before the Presiding Disciplinary Judge ("PDJ") and two hearing board members, Henry C. Frey and Bruce W. Sattler, both members of the Bar. Assistant Regulation Counsel Josephine D. Luna represented the People of the State of Colorado ("the People") and the respondent, Joffre M.
