OPINION

WEISBERGER, Justice.

This case comes before us on a petition for certiorari filed by the Warwick Teachers’ Union, Local No. 915, AFT, AFL-CIO (union), to review a judgment entered in the Superior Court reversing a decision by the Rhode Island State Labor Relations Board (board), which held that the Warwick School Committee (committee) had committed an unfair labor practice in refusing to execute a collective-bargaining agreement allegedly agreed to orally by the negotiating representatives of both parties on September 10, 1991.
