Cerámica Regiomontana, S.A., Cerámicas y Pisos Industriales de Culiacan, S.A. de C.V., and Industrias Intercontinental, S.A. *1580(collectively Cerámica) challenged the International Trade Administration’s (ITA’s) imposition of duties on ceramic tile imported after April 23, 1985, in the United States Court of International Trade.
