Errol Brown et at. (Brown) appeal from the December 28, 1994 decision of the United States Court of Federal Claims dismissing their breach of trust claim against the United States for lack of subject matter jurisdiction. Brown v. United States, 32 Fed. Cl. 509 (1994). The appeal was submitted for decision after oral argument on October 2, 1995.
