MIKVA, Circuit Judge:

This case concerns the filing deadline for Title VII suits brought against the government. By statute, such suits must be filed “[w]ithin thirty days of receipt of notice of final action taken by [the employing agency] or by the Equal Employment Opportunity Commission.” 42 U.S.C. § 2000e-16(c) (1982).
