The Board of Public Education of the City of Savannah and the County of Chatham brought mandamus proceedings against the State Board of Education and the State Superintendent of Schools, to compel apportionment to petitioner of its share of the State common-school funds '"on the basis laid down in the act establishing and chartering petitioners,” instead of as prescribed by the equalizing-opportunities act of 1937 (Ga.
