MEMORANDUM OPINION Plaintiff Matthew McGough was involuntarily separated from the United States Navy with an “Under Other Than Honorable Conditions” discharge characterization. After he successfully challenged that characterization before a Navy review board, which upgraded his discharge to “Honorable,” a further layer of review restored the Other Than Honorable designation.
