MAJORITY OPINION

ROBERTSON, Justice.

This original proceeding presents the issue whether the trial court’s order granting summary judgment is a final judgment. Because *532we find the order interlocutory, we conditionally grant the writ.

In 1992, after exhausting its administrative remedies, Phil Arms Ministries (“Phil Arms”), the real party in interest, filed suit in the 189th District Court of Harris County, Texas, seeking to have its real property exempted from taxation and removed from the tax rolls.
