John Larrabee is a Vietnam veteran, now totally disabled and residing in a psychiatric unit of the Veterans’ Hospital in New-ington, Connecticut. Through his sister and conservator, Judith Jones, Larrabee sued the Secretary of Veterans Affairs and the Director of the Newington Veterans’ Hospital, alleging that they violated his statutory rights and both substantive and procedural due process, as well.
