John Forster (“Forster”) values his privacy, so much so that for many years he has denied municipal employees access to his properties in the town of Belmont (“town”) to read his water meters. Consequently, the town issued him water and sewer bills based on estimates of usage. The bills went unpaid, according to the town, and were committed to the town’s tax collector for collection.
