Plaintiff, Fred A. Beedle, filed a bill in complaint against defendants, the Borough of Canonsburg, A. J. Bodenham, P. M. Willis, Joseph A. Yates, Henry Norwood, Clinton Stevens, Anthony Szalanski, Fred Terling, Bernard Kobosky, and Fred Lanzy, members of the Council of the Borough of Canonsburg; Carl J. Gessler, secretary of the Borough of Canonsburg; and Fred Caruso, burgess of the Borough of Canonsburg. Defendants filed a joint answer.
