| Appellants, City of Marion, Charles Eugene Miller III, Elizabeth VH Miller, and Christopher B. Miller, appeal the order of the Crittenden County Circuit Court granting declaratory judgment in favor of appellee, City of West Memphis (West Memphis), and finding valid West Memphis’s land annexation.
