This action was instituted in the Franklin circuit, court by the Commonwealth of Kentucky, on relation of Hubert Meredith, attorney general of Kentucky, Hubert Meredith, individually and as a citizen and taxpayer of Kentucky, and Hubert Meredith as attorney general of the Commonwealth, for a declaration of rights of the parties under, the provisions of Section 639a — 1 et seq., Civil Code of Practice.
