OPINION

HORN, Judge.

The above-captioned case was filed in the United States Court of Federal Claims,1 pursuant to the National Vaccine Injury Act, 42 U.S.C. §§ 300aa-l through 300aa-34 (West 1991) (hereinafter Vaccine Act),2 on respondent’s motion to review the decision of the special master, dated April 7, 1994.

The vaccine, which according to petitioners caused the injury to Jayson Buxkemper, was administered on June 26, 1978 and on September 12, 1978, approximately nine years prior to Jayson Buxkemper’s death on February 2, 1988. The special master awarded damages to Jayson “for the pain and…
