This action is brought by various environmental groups against five government of ficials, in their official capacities, 1 seeking declaratory and injunctive relief in an effort to stop the construction and potential operation of the Richard B. Russell Dam and the continued operation of the Hartwell and Clark Hill Dams, all of which are located on the Savannah River which flows between South Carolina and Georgia.
