SUHRHEINRICH, Circuit Judge.

In April 1988, a unanimous three-judge panel of the Court of Common Pleas, Hamilton County, sentenced William H. Smith (“Smith” or “Petitioner”) to death for the aggravated murder of Mary Bradford. The Ohio state courts denied all of Smith’s claims for relief, as did the federal district court on habeas.
