Georgia Casualty and Surety Company (Georgia Casualty) appeals from the district court’s order granting summary judgment in favor of the Government. We affirm.

In the early 1980’s, the Federal Bureau of Investigation (FBI) became aware of a large automobile theft ring in Missouri. The thieves or their associates (“retag-gers”) concealed the stolen nature of cars by replacing the true vehicle identification numbers (VINs) with numbers from salvage vehicles that had the same make, model, and body style as the stolen cars.
