REAL PROPERTY—MEAN HIGH-WATER LINE—TITLE 26 OF THE CODE OF MARYLAND REGULATIONS The mean high-water line (“MHWL”) typically marks the division between State and private ownership of the shoreline. Title 26 of COMAR prescribes how to ascertain the location of the MHWL.
