Plaintiff, Andrew (“Jack”) Jackson Terry, a former Special Agent with the Immigration and Naturalization Service (“INS”) appeals from a decision of the United States District Court for the Southern District of New York (Naomi Reice Buchwald, Judge) granting summary judgment to defendants. See Terry v. United States, No. 98 CIV. 8249, 2000 WL 204522 (S.D.N.Y.2000).
