OPINION
KELLEHER, Justice.
On February 24, 1978, the Narragansett Electric Company (the company) filed with the Public Utilities Commission (the commission) an application for a temporary rate adjustment designed to recoup funds expended in restoring service to customers after the crippling ice storm of January 14, 1978. This storm, described as the most destructive in the company’s experience, caused widespread power outages as tree branches encrusted with ice fell across pow er lines.
