Now before the court is a partial summary judgment motion in which the Appraising Insurers 1 seek a bright-line ruling that the compensable World Trade Center (“WTC”) retail rental value loss ended on December 30, 2003, the date at which Westfield WTC Holding LLC effectively transferred its leasehold interest in the WTC retail space to the Port Authority of New York and New Jersey (“Port Authority”).
