MOYE, District Judge.
This is a class action commenced under 42 U.S.C. § 1983 for redress of federal rights involving the application of section 402(a)(23) of the Social Security Act of 1935, as amended, 42 U.S.C. § 602(a)(23), to the Aid to Families with Dependent Children [AFDC] program in Georgia. Plaintiffs seek injunctive and declaratory relief. The case is presently before the Court on plaintiffs’ motion for class certification, plaintiffs’ motion for preliminary and permanent injunction, and defendant Mathews’ [federal defendant] motion to dismiss.
