MacKINNON, Circuit Judge:
Norma J. Goode was convicted in the United States District Court for the District of Columbia of possession of narcotics with intent to distribute in violation of 21 U.S.C. § 841(a). On July 22, 1976, the court sentenced her to prison for a term of twenty months to five years (hereafter “narcotics sentence”). Subsequently, Goode was convicted in the Superior Court for the District of Columbia of armed robbery in violation of D.C.Code § 22-2901. On October 27, 1976, that court sentenced her to prison for a term of two to six years (hereafter “armed robbery sentence”).…
