MEMORANDUM
MERHIGE, District Judge.
The plaintiffs in the above styled action are residents of the Green Springs area of Louisa County, Virginia. They sue both as individuals and as members of the Green Springs Association, an unincorporated association. They complain of the proposed building of a Reception and Medical Center for Virginia prisoners in the Green Springs area. The complaint named as defendants Richard W. Velde and Clarence M.
