FACTUAL BACKGROUND

This matter comes before the court upon appellants’ appeal from an order of the Pennsylvania Liquor Control Board (Citation no. 1383) issued May 25, 1983. This court held a de novo hearing on May 1, 1984, on the charges in the citation filed against appellants.
