At the municipal election held November 3, 1931, in the township of West Mahanoy, Schuylkill County, Bartley J. Flannery, David J. Cooney, Tally C. Derringe and Terrance B. Deane were candidates for the office of school director. There were two to be elected. One of these candidates, Bartley J. Flannery, died six days before the election, and there was no attempt made to substitute another candidate to fill the vacancy on the ticket caused by his death. .At the close of the polls, it was found that the deceased, Bartley J.
