This matter is before this court on the appeal of Mary L. Mosholder, appellant, from a judgment of the Franklin County Court of Common Pleas in favor of appellee, Ohio Rehabilitation Services Commission (“RSC”). As an eligible client of the Bureau of Services for the Visually Impaired (“BSVI”), appellant requested tuition support in attending Mount Union College (“Mount Union”), a private school.
