Plaintiff Chantel Russell brings this action against David Dupree, the Central Intelligence Agency (“CIA”),1 and State *48Farm Mutual Automobile Insurance Company in its capacity as plaintiffs uninsured motorist carrier (“State Farm”) for injuries that she allegedly suffered when her vehicle collided with a government vehicle driven by defendant David Dupree, who was driving under the influence of alcohol.2 Plaintiff alleges that she sustained injuries in the automobile accident as the result of Dupree’s negligence and that the CIA is liable,…
