The plaintiff, Mary Lou Walen, brought this suit under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. §§ 1346(b), 2674 et seq., against the United States, the United States Department of the Interior (“DOI”), the National Park Service (the “NPS”), the National Capitol Region of the National Park Service (collectively, “the federal defendants”), and the District of Columbia to recover for serious injuries she sustained when a tree fell on her as she walked along Connecticut Avenue, NW, a central thoroughfare in Washington, D.C.
