MEMORANDUM OPINION
LAMBERTH, District Judge.
This matter comes before the court on defendants Pettinelli and Hitchens’ joint motion to dismiss the complaint 1 and defendant Williams’ motion to dismiss the complaint, or in the alternative, for summary judgment. 2 Upon consideration of the filings of counsel and the relevant law, defendants Hitchens and Pettinelli’s motion to dismiss will be granted in part and denied in part in accordance with this memorandum opinion. Defendant Williams’ motion to dismiss, or alternatively, for summary judgment will be granted.
