[¶ 1] Passadumkeag Mountain Friends (PMF), a Maine nonprofit corporation, A-exander F. Cuprak, and Rhonda Cuprak appeal from a decision by the Board of Environmental Protection (the Board) granting Passadumkeag Windpark, LLC, (PW) a permit to develop a wind farm on property owned by Penobscot Forest, LLC, (PF) located on Passadumkeag Ridge in Grand Falls Township. The Board’s decision followed PW and PF’s appeal from the decision of the Department of Environmental Protection (the Department) denying the requested permit.
