OPINION AND ORDER

Respondent, Billy L. Wilson, is the duly elected, qualified and acting Judge of the District Court for the 23rd Judicial District, which is composed of Estill, Lee and Owsley Counties, Kentucky. The movant, Department for Human Resources, an agency of the Commonwealth of Kentucky, hereafter referred to as “Department,” substantially contributes to the support of children born out of wedlock.
