OPINION

HERLIHY, Judge.

This is a civil rights action for declaratory relief and monetary damages pursuant to 42 U.S.C. § 1983. Inmate Gibson A. Hall filed a pro se complaint against Lawrence A. McGuigan, individually and in his official capacity as institutional investigator for the Delaware Correctional Center. Specifically, Hall seeks a declaration that McGuigan’s decision to confiscate certain mail violated his First Amendment right to free speech and that he was deprived of liberty without due process of law in violation of the Fourteenth Amendment and Article I, Section 7 of the Delaware…
