Plaintiffs Joseph and Yvette Hardesty operate Hardesty Sand and Gravel (HSG) at. the Schneider Family Mine in Sacramento County. They allege that federal, state and county agencies, prompted by a politically influential competitor, have undertaken a number of actions designed to drive HSG out of business.
