When a soldier is injured as a result of his military service, the Veterans’ Benefits Act, 38 U.S.C. 301 et seq., provides compensation for medical care and a limited income, regardless of whether the government is at fault. In Feres v. United States, 340 U.S. 135, 71 S.Ct. 153, 95 L.Ed. 152 (1950), and most recently in Stencel Aero Engineering Corp. v.
