Lengerich (“Lengerich”) appeals from a final decision of the Merit Systems Protection Board (“Board”), affirming the decision of the Department of the Interior that Lengerieh’s oral requests for firefighter annuity retirement credit under the Civil Service Retirement System (“CSRS”) are time barred.
