FARLEY, Judge:
The appellant moves to recall the October 7, 1994, mandate of this Court, for reconsideration of the Court’s July 14, 1993, order dismissing his appeal for lack of jurisdiction, and to reinstate his appeal. For the reasons stated below, the appellant’s motion will be denied.
I. BACKGROUND
