KIDD, Justice.

After the Dallas Independent School District (“DISD”) Board of Trustees (“Trustees”) demoted appellant Jose Hernandez from principal to classroom teacher, Hernandez appealed the decision directly to the Texas Commissioner of Education (“Commissioner”). See Tex.Educ.Code Ann. § 11.13(a) (1991 & Supp.1992). The Commissioner denied Hernandez’s appeal of the Trustees’ actions, and Hernandez sought judicial review in the district court of Travis County. The district court denied Hernandez any relief, and this appeal followed.
