JONES, Justice.

The City of League City and Galveston County Municipal Utility District No. 14 *803(appellants) appeal from a judgment of the district court affirming an order of the Texas Water Commission (Commission), ap-pellee, which denied appellants’ wastewater discharge permit application. The City of Dickinson, a protestant before the Commission, intervened in the district court as a party defendant and is an appellee in this Court. We will affirm the judgment of the district court.
