Plaintiffs Wachovia Bank, N.A. (“Wacho-via Bank”) and Wachovia Mortgage Company (“Wachovia Mortgage”) (collectively “Wachovia”) seek declaratory and injunc-tive relief to prohibit the Commissioner of the Michigan Office of Insurance and Financial Services (“Commissioner”) from attempting to interfere with the alleged exclusive visitorial rights of the Office of the Comptroller of the Currency (“OCC”).
