Respondent American Federation of State, County and Municipal Employees (AFSCME) brought a declaratory judgment action seeking a determination that the Washington County Board of Commissioners (County Board) is the employer of library employees. Appellant Washington County Library Board (Library Board) moved for summary judgment on both procedural and substantive grounds, arguing that a 1986 summary judgment precluded this action and that appellant itself is the sole employer of the library employees pursuant to the Public Employee Labor Relations Act (PELRA),…
