|, This is a quasi-criminal case arising out of the 1996 and 1997 arrests of the defendant, Walter Dan Thompson, and other individuals for various commercial fishing violations. The issue in this case is Mr. Thompson’s right to the return of property that the Louisiana Department of Wildlife and Fisheries (“LDWF”) seized in connection with his August 1996 arrest.
